Airbag recalls and other recalls

Hi, will the airbag recalls fail RIV inspection here in Canada? If the recall wasn't done yet after importing the vehicle from Japan and failed RIV inspection, would they release the car and get the recall fixed at the dealership before I can register the car? Thanks in advance.
