I'm fairly sure that insurance will be unaffected by whether it's an STi or not. (if it's an import)
They are pretty much the exact same car.
They have the same motor, though the STi has a more aggressive tune.
Some STi's have forged internals in the motor, but I haven't heard solid info on which years had this.
You get fancier seats, a bigger wing, a front strut bar, and an upgraded intercooler on the sti's. (I'm probably forgetting some things)
I'd say that the STi's are worth the little bit of extra money. They are (were) Subaru's pride and joy.

If you're planning on tuning it's not at all worth it power/handling-wise, but if you like pretty badges on bits of your car, go for it! Some people also like the idea that they're driving the absolute highest echelon car Subaru made in that particular year. Of course you could just say "screw it" and be like me and slap STI badges on your WRX regardless of what's going on in the car :P

Wrx way cheaper on insurance.
I don't even think there is a price difference.. Get whatever is cleanest for the best price.
