R33 owners, is this normal?

Got my 4 Door R33 today, but I have a question. I went to wipe down the interior and noticed the black plastic bezel that goes around the stereo, shifter, clock, cluster, climate controls etc is "rough" feeling, it feels like it's been spray painted and has almost a sandpaper feel to it. Is this normal or has someone sprayed it?

On a lot of the R33 the Bezel is Silver (Yuck)

and then it gets sprayed black..

On my Skyline the Bezel was silver. and i sprayed it a mat black.. it looks great but its rough to the touch..
