wastgeate solenoid not working

i have a legacy gtb anyways the engine light came on with code 44 meaning the solenoid i got a new one but turns out my old one was fine, it open and closes as it should when tested with a battery but once plugged in doesn't work. so it has something to do with the factory wiring somewhere any thoughts? i tested my secondary solenoid and that gets about 6.30-66 on the volt meter and when testing the primary solenoid clip i get 3.something so about half of the secondary one.

Have you tried cleaning it? I'm guessing you probably solved it by now but please share either way.
