Did some digging on this ...

The Vehicle Tonnage Tax and Recycling Fees are reimbursements that an exporter can claim back from the gov't on a vehicle that is exported.

The Tonnage Tax is about 10,000-50,000 per shaken
The Recycle fee that was collected on the car either at the time of purchase or a previous registration when they brought the law in to effect was 10,000 - 20,000.

I'm going to guess this would explain why some exporters may operate on a very low fee or sell cars for next to nothing. They are happy pocketing the few hundred bucks they get back on these fees.

So if anyone is claiming that you need to pay these fees, they are profiting from you.

More good info in this thread, I don't have an issue with those fees as long as the customer is told before or the website advertises it (not saying I want to pay them, I won't choose an Exporter who charges them). The worst thing of course are the Exporters who don't ship the vehicle, ship the wrong car, misrepresent the car or even lie about the selling price at auction IMHO.
